Our Vision Regarding Corruption and Government Transparency

Anti Corruption Policies To Be Implemented 2032


Anti-Corruption Measures

 

1. Annual National Audit

  

 

  • When we take office, the very first action will be to carry out a full audit of the national treasury and every ministry from the highest office to the smallest department. This audit will include all ministers, directors, and government workers.
     
  • Every franc of government money and resources must be accounted for. If any funds are found missing, stolen, or misused, those responsible will be prosecuted without exception.
     
  • This will not be a one-time action. Every year, a team of independent auditing experts will check government spending across all levels — from the Presidency all the way down to the municipal councils.
     
  • Where needed, international experts will be invited to strengthen transparency and credibility.
     
  • To ensure that no audit is hidden from the people, the results will be published openly. A dedicated anti-corruption mobile app and website will be created.
     
  • Every Cameroonian will be able to log in and see how money was collected, how it was spent, and where it went.


2. Asset Declaration

All top government officials must list all their properties, businesses, and wealth when they start their job and again when they leave. This way, the people can see if they gained wealth honestly. With no exception .


3. Whistleblower Protection

 

  • A team of 1000 Cameroonians will be employed covertly by the ANTI CORRUPTION AGENCY.
     
  • They will gather evidence of any form of corruption, which will be submitted to the ANTI CORRUPTION AGENCY APP.
     
  • After review , the guilty individual will be prosecuted according to the law.
     
  • Anyone who speaks up and reports corruption will be protected by law.
    In some cases, they will also be rewarded for their courage in exposing wrongdoing.


4. Corruption Tribunal

  •  Currently, there is a special court designed to prosecute corruption, however given the level of corruption in the nation, it is safe to say that the court has been highly ineffective. We will create a special court just for corruption and embezzlement cases. This court will work quickly and fairly to make sure justice is served.


5. Strict Penalties

Anyone found guilty of corruption will:

  • Lose all illegally acquired money and property.
     
  • Be banned for life from holding any public office. 


  • Their profiles will be uploaded on the national database of  ANTI CORRUPTION APP for a duration of at least 1 century, where every citizen will have access to see them.


  • For every 100cfa that is collected as bribe, it equals 1 year in prison with hard labor.
     

6. Transparency & Accountability

  • Open Budget Portal: A publicly accessible digital platform where citizens can track in real time how national and regional budgets are being spent.
     
  • Decentralized Oversight Committees: Citizen-led oversight committees in every region to monitor local government projects and report directly to the national anti-corruption body.
     
  • Performance Contracts: Ministers and top officials will sign measurable performance contracts, with dismissal for non-delivery.
     
  • Public Procurement Reform: All government contracts to be tendered transparently online, with competitive bidding and citizen watchdog access.
     

7. Government Accessibility

  • Citizen Service Centers: Every region to have “One-Stop Citizen Service Centers” where people can access documents, permits, and services without paying bribes.
     
  • Digital Government (E-Governance): Move most public services online to reduce human interaction points that breed corruption.
     
  • Direct Communication Line: Citizens can file complaints, suggestions, and corruption reports directly through SMS, WhatsApp, and an official app.
     
  • Annual Town Halls: Mandatory open forums where the President and Ministers meet directly with citizens across all 10 regions to address issues.



 We will implement a new Act for the eligibility Age for Presidency in Cameroon.

Presidential and Governance Age Eligibility Act of Cameroon (PGAEAC), 2032

Preamble

In pursuit of accountable leadership, generational renewal, and national stability, this law establishes strict age requirements for governance, with specific provisions for the Presidency, and creates a Council of Elders to guide the nation through non-political advisory service.

Part I: Presidential Office Eligibility

Article 1: Eligibility Age for Presidency

1. To be eligible to contest for the office of President of the Republic of Cameroon, a citizen must Be at least 35 years old at the time of nomination Not be older than 60 years at the time of election or while serving.


2. Any person who has attained the age of 60 years shall be ineligible to run for or serve as President.


3. If a sitting President reaches 60 years of age during their tenure, they shall vacate office immediately, and the constitutional line of succession shall apply.

Part II: General Governance Age Limit

Article 2: Public Service Age Limit

1. No citizen shall serve in any Executive, Legislative, or Judicial arm of government once they have reached 60 years of age.


2. Any officeholder who turns 60 years old during their service shall retire immediately, irrespective of their remaining term.


3. No amendment, exception, or waiver shall override this provision.

Part III: Council of Elders

Article 3: Establishment

1. A Council of Elders shall be established as a permanent national advisory body.


2. The Council shall remain strictly non-political, neutral, and advisory-only, with no legislative or executive powers.

Article 4: Composition

1. The Council shall consist of 12 members only.


2. Membership criteria Must be a former government official who served with integrity Must be older than 60 years but not older than 80 years at the time of selection Must have no record of corruption, partisan affiliation, or criminal conviction.

Article 5: Election and Selection

1. Eligible candidates may formally declare interest to join the Council.


2. Members shall be chosen through a national public vote.


3. To qualify, the candidate must secure 95% of valid votes cast.


4. Campaigning, lobbying, and political advertising for Council membership are illegal.


5. The Independent Electoral Commission shall oversee this process with full transparency.

Article 6: Roles and Functions

1. The Council shall provide advisory guidance on matters of governance, peace, and national development.


2. The Council shall not Draft, amend, or repeal laws Campaign for or against any political party's Hold or seek any other political office while serving.


3. Advisory opinions of the Council shall be non-binding but must be formally recorded and considered by the Government.

Article 7: Tenure of Elders

1. Each member of the Council of Elders shall serve a single non-renewable term of six (6) years.


2. Membership shall terminate automatically at the age of 80 years or upon voluntary resignation.

Part IV: Enforcement and Penalties

Article 8: Oversight

1. The Constitutional Council shall be responsible for monitoring compliance with this Act.


2. Any appointment or election that violates this Act shall be null and void ab initio.

Article 9: Penalties

Any person or institution that attempts to undermine, bypass, or violate this Act shall be prosecuted for constitutional violation and abuse of office.

Part V: Final Provision

This Act shall be cited as the Presidential and Governance Age Eligibility Act of Cameroon (PGAEAC), 2032, and shall come into effect immediately upon enactment by the National Assembly and promulgation by the Head of State. 

ELECAM Reform Policy Framework

 Restoring Trust, Safeguarding Democracy


To rebuild ELECAM into a transparent, accountable, and corruption-free electoral body where integrity is the foundation of service, ensuring that every election reflects the genuine will of the Cameroonian people.

1. Objectives

  • Integrity First: Guarantee that only individuals of proven honesty serve in ELECAM.
     
  • Transparency: Establish clear and auditable systems for recruitment, operations, and election management.
     
  • Accountability: Hold every employee to the highest ethical and professional standards.
     
  • Trust Building: Restore public confidence in elections as the cornerstone of democracy.
     

2. Core Policy Measure


Mandatory Polygraph Screening

  • All prospective employees and officials of ELECAM must undergo a comprehensive polygraph examination. A 100% pass rate is required before assuming any position in the organization.
     
  • Regular follow-up screenings will be conducted to maintain ongoing integrity.
     

4. Implementation Plan

  1. Legislative Backing
     
    • Enact legal provisions mandating integrity tests and polygraph screening for all ELECAM employees.
       

  1. Independent Oversight Committee
     
    • Establish an autonomous body of legal, civil society, and international representatives to supervise the recruitment process and administer the polygraph system.
       

  1. Capacity Building
     
    • Train ELECAM staff in ethics, transparency, and modern election management systems.
       

  1. Technology Integration
     
    • Introduce secure, digital platforms for voter registration, ballot monitoring, and results collation to minimize human interference.
       

  1. Periodic Reviews
     
    • Conduct quarterly audits of ELECAM’s operations and employee conduct to ensure continuous compliance.
       

5. Expected Outcomes

  • A corruption-free ELECAM, staffed by individuals of unquestionable integrity.
     
  • Transparent and credible elections that restore the people’s confidence in democracy.
     
  • Elimination of electoral fraud, manipulation, and misconduct at the administrative level.
     
  • Strengthened democratic institutions, positioning Cameroon as a model of electoral transparency in Africa.
     

Through this reform, ELECAM will no longer be a tool of manipulation, but a trusted institution where every vote counts and every voice matters. This policy reaffirms our commitment to justice, fairness, and the sovereignty of the people.
